Headquarters, Installation Management Agency (IMA) initiated the CSBS contract to better sustain the total force by providing comprehensive PPP/PSP installation support to replace Reserve Component (RC) Soldiers and units formerly augmenting garrison staffs for mobilization, deployment, and demobilization.

CONUS Support Base Services – The Omega Training Group is a prime contractor for the CSBS contract. The contract is handled in the Training, Analysis and Support Business Unit’s Installation Management Division. The Division Chief is a former Army G-1 and Garrison Commander who handled mobilization/demobilization activities at Ft Knox during Operations Desert Shield/Desert Storm. The CSBS Program Manager is another former Garrison Commander who served as the Installation Commander of Ft McClellan Army National Guard Training Center. Together, they have experience in every task covered in this contract. The Omega Training Group has had a great deal of success in the CSBS arena, winning four (4) task orders over the past year. CSBS is an ID/IQ contract out of the Installation Management Command and was designed to handle all aspects of mobilization/demobilization and deployment/redeployment at power projection and power support platforms throughout CONUS. It contains twelve task areas: Plans, Training, Security, Mobilization, Human Resources, Finance, Billeting and Facilities. Material Management and Supply, Equipment Readiness, Movements, Services and Information Management. It was designed to allow contract personnel to take the place of reserve component personnel who had been handling the work since the beginning of Operations Iraqi Freedom and Enduring Freedom.

The Omega Training Group has won and is currently providing CSBS support at the following locations:

Ft Benning, Georgia The task order at Ft Benning covers operation of the visitor centers and contractor badging centers. Currently there are two visitor centers, one at the I-185 gate and one at the Benning Road gate. These employees meet and greet visitors who arrive at Ft Benning without a vehicle registered on post. They verify driver’s license and insurance of each individual and then provide them with a vehicle pass which authorizes entry on post. The contractor badging operation provided special contractor badges, much like an ID card, to all contract personnel who must work on Ft Benning. All workers are part of the Security task area and work under a Contract Officer Representative who is part of the post Provost Marshal Office.

Davis Dome, Home of Fort Bliss Range Control Ft Bliss, Texas Omega and its teammate, MIRATEK, provide CSBS support at Ft Bliss. This task order is a very large one and covers most of the tasks authorized in the CSBS contract. Our project management office at Ft Bliss oversees employees on main post, Davis Dome, McGregor Range, Dona Ana Range and Westbrook Forward Operating Base. Our employees work in conjunctions with the Ft Bliss Mobilization Brigade, and provide support which is both internal and external to the brigade. This task order covers Training, Human Resources, Security, Finance, Mobilization, Billeting/Facilities, Services and Material Management/Supply. Ft Bliss was recently named one of the Department of Defense Joint Mobilization centers, so processing involves members of all military services. Ft Hood, Texas The task order at Ft Hood is also a very large one which covers most of the tasks in the CSBS contract. Our project management office at Ft Hood oversees employees on main post and at North Ft Hood. Like Ft Bliss, we work in conjunction with the Ft Hood Mobilization Brigade and provide internal as well as external support. The task order covers Plans, Training, Human Resources, Security, Mobilization, Material Management/Supply, Billeting/Facilities, Movements and Information Management. Ft Jackson Omega and its teammate Eagle Group International provide CSBS support at Ft Jackson. This is the newest task order for Omega. The Ft Jackson task order supports both Army and Navy mobilization operations for Task Force Marshall. Task Force Marshall consists of a USAR battalion task force made up of three Navy companies and one Army company. We augment the task force while providing Training, Human Resource, Security and Material Management/Supply support. Employees work in the S-1, S-2/3 and S-4 sections of the task force staff and provide additional admin, supply and training support in each of the companies.
